Zusammenfassung

1989 wurde das Proyecto Paria als Experiment gegründet, das privatwirt-schaftliche Initiative im Tourismus mit gemeinnützigen Engagement für die Region zu verbinden sucht. Das Proyecto Paria richtet an Tourismus den Anspruch, eine integrierte Regionalentwicklung zu fördern und den Kleinbauern Alternativen zur Brandrodung zu bieten.

Die von 1995-1998 entstandene geographische Doktorarbeit erfaßt die Wechselwirkungen zwischen dem beginnenden Tourismus und den übrigen Bereichen der Regionalentwicklung. Dabei werden die beteiligten Akteursgruppen - Initiatoren des Proyecto Paria, lokale Bevölkerung in Puipuy und Chaguarama de Sotillo, touristische Anbieter im Municipio Arismendi und Touristen - mit ihren Wahrnehmungen, Interessen und Konflikten dargestellt. Die empirischen Daten habe ich mit folgenden Methoden erhoben: Teilnehmende Beobachtung und Instrumente des Participatory Rural Appraisal, Experteninterviews, schriftliche Befragung, Luftbildauswertung für den Vergleich der Brandrodung in den Jahren 1941 und 1993.

Das Proyecto Paria ist innovativ, dynamisch und lernfähig. Seine konzeptionelle Stärke besteht darin, systemtheoretischen Prinzipien zu folgen, neue Wege außerhalb des konventionellen Tourismus und der herkömmlichen Entwicklungszusammenarbeit zu beschreiten, neue Maßstäbe für Regionalentwicklung zu formulieren. Dennoch sei vor einer Überbewertung der Entwicklungschancen durch Tourismus auf Paria gewarnt. Er allein kann die Brandrodung nicht stoppen, die Krise der Landwirtschaft und Fischerei nicht beheben, nicht allen Einwohnern neue Einkommen bescheren. Er kann nicht das Fundament, aber eine schöne Giebelwand des "Hauses" Paria werden.


Summary

In 1989 , Proyecto Paria was founded as an experiment. In order to benefit the region, Proyecto Paria combines private tourism sector and non-profit initiatives. It views tourism as a way to promote integrated regional development, as well as to offer small farmers alternatives to slash and burn.

The present PhD thesis in Geography, written from 1995 to 1998, analyzes the interactions between beginning tourism and other aspects of regional development. As part of this process, I looked at the perceptions, interests, and conflicts of the various groups involved. They include the initiators of the Proyecto Paria, the local population of Puipuy and Chaguarama de Sotillo, the tourist suppliers in the Municipio Arismendi, and the tourists themselves. Empirical data was collected using the following methods: participatory observation and instruments of the Participatory Rural Appraisal, interviews with experts, questionnaires, and analysis of aerial pictures for a comparison of slash and burn in the years 1941 and 1993.

I judge Proyecto Paria to be innovative, dynamic, and capable of learning. It is conceptually strong in several areas: Proyecto Paria follows systemtheoretical principles, it pursues new approaches outside of the traditional concepts of tourism as well as of cooperation for development. However, Paria's chances for development through tourism should not be overestimated. Tourism is not a simple remedy to reduce slash and burn. It cannot overcome the crisis of agriculture and fishery. Tourism does not ensure everyone in Paria new sources of income. Tourism alone will not provide all the economic answers, but it may be integrated as a useful part in a regional-oriented economy.
